Welsh Health Authority found liable for patient’s blindness

The Public Services Ombudsman for Wales said today that a patient’s permanent blindness was caused by failings at Betsy Cadwalader University Health Board.

The Public Services Ombudsman for Wales launched an investigation after Mr L complained about the care and treatment provided by the North Wales Health Board.

Michelle Morris, the Welsh Ombudsman, said, “As a result of repeated missed opportunities to identify and treat vascular disease, Mr L experienced multiple strokes, persistent discomfort and blurred vision.

“These missed opportunities constitute serious medical malpractice. It is clear that the Department of Health completely failed to follow the relevant guidelines and its own policies.”

The Ombudsman said she was shocked that the DH did not acknowledge its failings until February 2023, despite Mr L’s complaint starting as early as June 2019.

Dr Nick Lyons, executive medical director of the Department of Health, said, “I sincerely apologize for the failings Mr L experienced during his treatment.”
